They’re actually a way to know if you get epics or not.
Pink clothing and skeletons: 75% common, 50% rare, and 10% epic
Maid costume and custards clothes: 90% rare, 25% common, 15% epic
Black clothes and Sparkling dresses: 100% epic

For anyone who's confused. here's a guide:
Gingerbrave + strawberry hoodie = most likely common / rare (still possible to be an epic）
black dress + custard's outfit = most likely rare ofc it can also be an epic
black robe + sparkling dresses = guaranteed epic
black maid dress = blackberrys
black dress = cheesecake cookies costume (ovenbreak)
sparkling robe = sparkling cookies costume

The window outfits relate to the pulls similarly to how the cookies relate to the cookie gacha pulls. Red dress and empty mannequin is like gingerbrave, black dress on right is like strawberry, and black left is like clover (guaranteed epic)

2 skulls and a red dress at the window is like getting ginger brave when pulling for cookies!
You’ll usually get commons or rares, epics are very hard to get but I saw that you got some.
Custard cookies outfit and blackberry (I think it’s hers) mean you’ll most definitely get some rares and commons!
I’m pretty sure you could get epics if your lucky there too!
A fancy black outfit and another fancy outfit means you’ll get an epic!
1 epic or multiple epics in a pull!

Two skulls, Wizard's robe and pink outfit - Mostly common, but Rare and Epic have a chance
Custard III's outfit, white and green tuxedo and Blackberry's dress - Guaranteed at least one rare, chance of Epic
Black and gold robes and festive outfit - Guaranteed at least one Epic

Basically from my observations:
Brown eyes: only commons
Pink eyes: some rares and commons
Angel wings: guaranteed epic
2 skulls and red outfit in the window: can be anything, and depends on eyes and wings
Red outfit and black outfit: guaranteed rare
Black and gold outfit: guaranteed epic

To Oj,
When there is a heart in Mont Blanc’s eyes you are garunteed a rare.
When she turns into an angel, you are garunteed an epic,
When you first open the gacha, and you get a black costume that looks like sea fairy, you are garunteed epic,
When you first open the gacha and you get a tuxedo with a cape you are garunteed a rare, however you may still get an epic.
Lastly, if there is no costume at the front you are not garunteed a rare or epic, however you may still get both.
The costume gacha has such animations to identify which ones you get. I remember there were 2 golden dress like yours for 2 epics.
Strawberry's hoodie shows the similar 50% chance of epic as per my observation.
Edit : You can identify by knowing the default costumes of common/rare/epic cookies.

The windows and what they mean from what I know are: The normal outfits mean common, the prettier looking normal ones mean at least 1 rare, and the BEAUTIFUL outfits mean at least 1 epic, but you don’t need those specific windows to get these, each window has a small chance to get other raritys, the windows just mean it’s garrunteed

By normal I mean the ones with Gingerbrave’s skull gumdrops on the mannequin (guaranteed common)
By prettier looking I mean the slightly nicer looking ones that aren’t the previous one (guaranteed Rare)
and by BEAUTIFUL ones I mean the black sparkly robe thing (guaranteed Epic)
Each have different chances for each rarity, these windows just mean you are guaranteed a certain rarity, just because he got the guaranteed common window doesn’t mean no Epic, it works the same as Cookie Gacha, you can still get an Epic cookie even if it’s just Gingerbrave

The costumes in the window are like the cookies that show up at the beginning of a regular gacha.
The double skulls = common or higher
The clown = Rare or higher
The super fancy = EPIC 100%
The shop windows don't really mean much, but when it has the really fancy looking costumes you know you have an epic. The costumes in the windows for the guaranteed epics are Cocoa's, Cheesecake's and Sparkling's iirc
Angel form = epic
Pink shines / Pink eyes = rare
Normal shines / brown eyes = common

you can search up a vid for a guide on the costumes, but here's something simple:
skulls and red dress: common, rare or epic (can be any)
the black dress on the right and custard's clothes: highest chance is to get rare
sparkly dress and elaborate clothing: an epic, at least 1 epic
and for her poses:
normal 'cute' eyes: common
pink cute eyes: at least 1 rare
closed eyes and her flying (+ shiny scissors): at least 1 epic

you may not see this but, she skull and pink dress mean any rarity could appear. the blackberry dress on the right means at least 1 rare. the black and yellow dress means at least 1 epic

Here’s a little tip for the costumes: the one with the two skulls and red dress mean that you have a higher chance for a common. The one with the black dress means a higher chance for a rare. And the one with the yellow cloak means a high chance for a epic.

Hey OJ! So this will be an explanation of the costume shop.
At 4:13 you can see an empty costume holder on the left and a red coat on the right. These are like gingerbraves in the normal gacha. You can get anything. At 8:58 you can see custard cookie III outfit and blackberry cookies outfit. These are the commons to rares. I have seen people get epic costumes on the outfit but its a more likely chance to get a common or rare on that.
At 5:44 you can see an elegant black dress on the left and a golden robe on the right, these are like custard cookie III and clover cookie in normal gacha, a guaranteed epic. The most I have seen someone get is 4 so its not possible to actually now how many epic costumes are in that pull as its just shiny scissors, not cookie cutters.

There is 3 types of the outfits at front if the "red dress" (strawberry's outfit) and the skulls (gingerbrave)s outfit means you are like 80%? gonna get mostly commons. The ones with the black dress and the custard's it means that you have a chance to get an epic but ur guaranteed at least rare. Then if you see the golden dress and fancy suit/etc it means that you got a guaranteed epic. i hope this helps! :))

The glittering dress in the front is guarantee 1 epic costume, or maybe 2 or 3 or 4 or 5 epic. The black dress(blueberries's dress)on the right and the yellow custard's suit is guarantee 1-5 rare. And the 2 skull with the red strawberry dress have the lowest chances of getting an epic, guarantee 1-5 common.

The windows at the start of the costume wishing animations are your chances of getting different rarities just like it is with the cookies at the start of the normal gacha, the eyes and wings of the cookie in the costume gacha decide on what you're gonna get just like the witches eyes at the normal gacha
The costumes are like the character pop ups during character gacha like strawberry/wizard or custard/clover
