The state isn't in charge of immigration of citizenship. From the state's perspective, people are living in their area. Would it be better if those people are actually tested on their ability to drive and maintain insurance, or are we going to make it so they can't be licensed so we can't do any safety evaluation on them? If the feds want to either keep them from entering the country or deport them after the fact, great, the feds can get right on that. Since there never has and never will be a time when there is no illegal immigration, what do we want to do as a state with the people who are actually here regardless?
