I'm so glad you're listening to the ClassicsTM, so many new vocaloid fans don't know the beauty of popipo and it's tragic 😔(and psst it's also called ievan polka, not levan). Her constantly changing outfits are from a game called Project Diva, a vocaloid rhythm game on playstation/switch/PC, which also makes the 3D music videos, with permission from the original music artist. The outfits are called "modules" and you can swap them to whatever you want for each music video, giving some very funky combinations. Also, even though it's all technically a synthesiser, a lot of tuning goes into making them sound good. You can try searching up a "vocaloid but tuned like different producers" or "realistic vocaloid tuning" to see how big of a difference it makes!!
