Our national anthem is written in 11th December, 1911 during British Colonization in India by Rabindra Nath Tagore. That's why the meaning of this song is only & only towards our victory. English translation:
"Thou art the ruler of the minds of all people,
Dispenser of India's destiny.
The name rouses the hearts of Punjab (State), Sind (Region & Culture), Gujarat (State) and Maratha (Region & Culture),
Of the Dravid (Region & Culture) and Orissa (State) and Bengal (Region);
It echoes in the hills of the 'Vindhya' and 'Himalaya' (Both are hills & longest hill regions),
Mingles in the music of the 'Yamuna' and 'Ganga' (Both are rivers)
And is chanted by the waves of the Indian Sea.
They pray for thy blessings and sing thy praise.

I become very emotional and get goosebumps whenever I hear or sing our national anthem.
The only track that can make me cry and proud at the same time.. irrespective of place and time..
To clarify your confusion, the first section in music was also our full national anthem AND the same was sung in the second part. So it was first an instrumental recitation and then vocal recitation of the anthem. Same thing, 2 times.
