What is Elo Ratings?
In 1997, Bob Runyan adapted the Elo ranking system to international football and published the results on the Internet. He was also the first maintainer of the World Football Elo Ratings website.
The Elo system has been adapted to football by adding weighting for match type, adjustments for home team advantage, and adjustments for goal differential in the outcome of a match.
The ratings take into account all official matches for which results are available. Ratings tend to converge on a team's actual strength relative to its competitors after about 30 games. Ratings for teams with fewer than 30 games are considered provisional.

manc city only getting top in 2023 is mind boggling

Not really, it was the first year they managed to buy a European trophy after being banned from the competition then bribing CAS to overturn their ban, instead reciving a 10m fine. Up until then they'd only been able to buy domestic trophies.
