Nah Permeation is a good, but hard to use quirk. It has a million downside, but it's OP if you're skilled with it
Big word is IF! Rarely would anyone be able to use it at a base level
same with the others but if you give it to normal person its super garbage
yeah I don't think it should've been on this list. Its hard to use but isn't bad by any means.
to be honest, I think that "slide and glide" from Koichi Haimawari is a better example of a quirk that seems trash, and yet, became op because of its user
You made an oopsie here, Mustard's quirk isn't a sleeping gas, It's a poison gas so prolonged exposure can actually kill you instead of just mimimimimimi, and out of the oopsie here I wanna defend his quirk.
According to Mustard, he can feel the fluctuations of his gas so once you're on his quirk's range it's user will always see you coming, also talking about range, his quirk's range is actually really big and even was said on an analysis book forgot wich it was but if I find it i could probably put it here but I think the source is on Mustard's wiki page, also the gas seems to potentially be able to blind opponents quite easily seeing how opaque it is, It's only flaw as you said is that mustard is not immune to his own quirk but it is fixed with a simple mask, in my opinion this is more of Mustard being really weak and dumb so Gas is just a quirk with lost potential.
I think Aoyama has a really underrated quirk, he could easily do some insane damage with it as shown by him shooting through meters of solid rock in a second and almost single handedly managed to split apart nine and his team with one move. Of course he was almost completely out of the fight after but you have to admit he has insane potential
Also the forest scene where it was really strong and alerted the other heroes
I still like Mustard and think he's underrated, and it's still more dangerous than other stupid quirks in the series like Hatsume's quirk and most of those random students in season 1 ep 1

Mineral is most the underrated, stick one of those balls to your eyes and you are blinded and if you try and grab it to rip the ball off you hand is stuck to your face for who knows how long. This quirk is one of the biggest inconvenience, it’s just straight up annoying.

Pop Off is a pretty sweet quirk, look at the video as your talking down on it. The quantity of balls he's throwing out and they regenerate instantly. He captured a dozen bad guys at usj. He is accurate enough to capture midnight to her whip! Mineta is a little creep, but pop off is so versatile and he's got so much potential with it.
mushroom has the potential to be OP given the user has prep time as mentioned in the video I don't think there is any mushroom not able to be made so you could create a really poisonous mushroom killing the person or just give them shrooms and watch and enjoy as the villain starts seeing pink elephants playing blackjack. sugar rush is fine just make sure to manage your diabetes and don't overdo it and take the meds prescribed. naval laser is a lost cause for me I can't figure out how it would be a good option besides maybe being in a sniper role where you only take the shot that you have to. Popoff could be used to create traps given prep time again making whoever It is an easy target for you to blast them with a shotgun but by itself I agree it kinda sucks. Any voice can still be useful in a city as you could activate the flight or fight response in all animals to make every animal in new York start kamikazeing your enemy. sleeping gas is fine honestly gas makes are small and with enough experience you can put it on in under 5 seconds but I would agree the quirk itself isn't the best for harming your opponent. tail is a quirk that yes will never be flashy or beat the other MC quirks as well as you do not have a lot of potentials but coming from a person who does not have a quirk I would want to be hit with the tail as it looks like it can shatter metal with ease and my body ain't metal even so against a quirkless individual or person with a quirk that doesn't give them any special ability It would be more than enough in a fight. telescopic could be useful ofr the same scenario tail is as it would make doing much easier. gecko is a quirk that might allow you to fight in more 3d space as you can not just go side to side but up and down giving an advantage of maneuverability but the quirk itself wont do anything for you but if he really is a gecko then he should be able to regenerate.

First, permeation isn't a "weak" quirk by any means, it's a dangerous quirk for the user, but the ability to go through matter is anything but a weak ability, you have to learn how to use it, but that doesn't make a quirk weak, or else you could add the One for All
3:44 Well he surely did that because the quirk isn't that much of a threat, it was just a way for him to have pawns inside of Yuei and nothing else
For Pop off, this quirk seems weak because it's not "flashy" but while not being extremely strong, it's not weak either, it can be used to trap people and stick them to something pretty quick, but it can also enhance its user's mobility, like Mineta used them during the Yuei sports festival to bounce and going faster, or during the battle against class B, where he placed the balls all around the place but in a calculated way to bounce again and again (becoming somewhat of a bouncing missile)
7:42 The quirk would've been better if it gave more than just climbing walls and got abilities from several lizard species such as Tsuyu, like for example the ability to regenerate cut limbs. But yeah, many "mutation quirks" aren't that much useful, there are so many that have for example just two plain horns and that's all, that's their quirk

It’s not that you can not use it and your senses are gone permeation he simply has trouble controlling his clothes other than his his we have literal proof it’s useful mirio can see who and where he’s attacking or that defeats the whole point of being able to phase through objects
Actually tail and the minetabone if utilized in a good way ar very good, mineta can also improve his mobility with it and immobilize people like all might and ojiro has demonstrated that his tail is so strong that he can produce a tornado
Ojiro uses it well because he’s a martial arts user, anyone else and it’s just a liability.

It depends, because the One for All in itself isn't necessarily that dangerous, and I think you don't die by using it if the quirk was passed down only one or two times for example, since it didn't let the quirk enough time to accumulate that much energy
