All the team leaders do. It makes sense as they're from worlds where their plans succeeded, and if that's true then Giovanni would have gotten the blueprints to the Master Ball and could have mass produced them

I find it interesting that there's a bit more insight on Cyrus' philosophy of sorts than Diamond/Pearl/Platinum give us!
His philosophy is that emotions are the reason why humanity is hindered and makes us weak, he believes emotion holds us back! That is true to an extent, but its through that compromise emotion can bring out our greatest strength!
The part when he sends out Palkia left me 😮 when I battled him in my run of Ultra Moon
"Why every Pokémon of his is in a Master Ball?"
Well, according to Pokémon lore, no matter the ball, the Pokémon getting caught still needs to decide to get along and develop a bond with the one catching it.
The Master Ball, lacking the chance to fail, basically bypasses the need of a bond for the Pokémon to join, and basically catches it with brute force.
Cyrus is completely cynical and emotionless in his behavior and, because of that, it's probably really hard for him to create bonds with the creatures and vice versa.
Therefore, he basically has to yeet them a Master Ball every time in order to catch them.
The thing is, Cyrus has a Crobat in the Sinnoh games. Golbat only evolves with high friendship, meaning Cyrus must have bonded with it, at least to the point where Golbat liked him enough to evolve. So I guess even he is capable of having emotions.

Did anyone notice how Cyrus caught all of his Pokémon with Master Balls? Remember when, in D/P/Pt, he said Master Balls were useless? It makes me think... is this the same Cyrus we encountered back in D/P/Pt, or is this an alternative version?

USUM is a retelling of Sun/Moon but with different events. Everything in USUM is canon. The way Maxie, Archie, Cyrus, Ghetsis, Lysandre and Giovanni happen to exist here is that Giovanni somehow opened an ultra wormhole and came to the universe of USUM, all of the villains you see in RR are their alternate versions, who of which accomplished their plans and ruined their respective dimension in some way.
Maxie covered the earth with Land, killing everything from a lack of Water
Archie covered the earth with Water, killing most land animals.
Cyrus was taken by Giratina, except he was taken to Alola in USUM. Not the Distortion World.
Ghetsis took all Pokémon and achieved his ideals.
And Lysandre fucking killed all life.
So it IS in an alternative dimension but it branches off of the main timeline, it isn't separate.

Technically this means Solgaleo and Lunala *might* be stronger than Dialga and Palkia cuz Legends dismissed Cyrus' PokeBall weakens Legendaries theory as a hyperbole (Dialga fights Palkia equally even from a PokeBall from Rei / Akari)
Though this could be an outlier / PIS moment because of how we saw Dialga can deage Pokemon in a literal breath, meaning he can do the same to Solgaleo or Lunala.
