Just head's up at the start of the video - it's not "kidnapping" - it's an unlawful arrest *at most.* Remember, he was Minister for Justice in France, and the gypsies was brought to the Palace of Justice, meaning he was basically chief magistrate and law enforcement officer. Corrupt, sure - but you need to take that into account, dude. He's not a civilian kidnapping people, he is a civil/public servant abusing his power.

@@FictionalFelonies Are you going second, revised version of this later? Because there's a _lot_ of these laws you can't pin on him (i.e. solicitation/unlawful imprisonment, etc.,) you can't pin on him given his position and he has the lawful right to dispense "justice" _almost_ like he sees fit. Like - he's not guilty of "burglary" or "inciting a riot" in attacking Notre Dame, he is commanding troops. Trying to burn Esmeralda isn't first-degree murder, it's a lawful (if unjust) execution. Some of his actions would cross the line, obviously; like burning down people's houses and trying to drown infants doesn't count, obviously, those would be punishable, but his sentence under this light would probably the less than 100 years.

In that demonstration where Frollo lifts up the slab with the ants beneath, with the ants representing the gypsies, and Phoebus asks what they're going to do about it, Frollo crushes the ants with the slab, showcasing his plans to wipe out all the gypsies in Paris. He spent 20 years "taking care" of the gypsies, which he demonstrates by killing a few ants seconds before, and later on, he does take action against the gypsies when he takes over the Court of Miracles.
In short, he attempted genocide on the gypsy population in Paris, an easy death penalty.

Frollo's song about crushing on Esmerelda with the intent of forcing him onto her would make him guilty of conspiring to commit a sexual offence, most likely, a felony one and because of his culpability, he should get 10 years and a $100k fine.
