If they can't force Caltrans to cooperate then the U.S. Federal government should by legislation or executive branch authority ban the use of any land under all highways in the U.S. that have or do receive federal funding for their original construction and ongoing maintenance. Eminent domain should be the legal instrument to be deployed if need be.
KCAL part of CBS is glossing over that this was a homeless encampment and the culprits "accidently" started this fire. There are minimum of 3 RV's that were destroyed and many tents.
The heat from the flames will cause the concrete to lose its structural integrity. The steel rebar is questionable too. But the good news is that the damaged freeway section can be rebuilt if needed within 30 days. There was a similar fire on I-95 on the east coast earlier this past summer. Probable cause for the I-10 fire was from a homeless encampment, someone overcooked their dinner. Tens of millions of dollars will be required to fix it.
All the state government officials should give a week pay for repairs of the fwy and the governor two weeks and if they do I give them 3 days of my paycheck to fixed the fwy Amen 🙏
