The Penny is in case you’re forced to lead with Raging Bolt at the beginning of the game, it can’t attack due to energy cost and becomes a sitting duck if it’s ever placed on the bench.

Penny is mainly for if you start raging bolt, you want to remove clef fa or mew in the Dragapult Matchup, or if you want to heal a Ogerpon. It can also be used to clear a bench space in case you need another regi, oger etc.
Pretty sure the penny is for the things like raging bolt if you start it but also you could penny up a teal mask to use it's ability again with the energy in hand you previously teal danced with

@@richmyster84 the strength of ogarpon is consistency. It’s easy to set up, easy to pivot, easy to recover with; etc. without it, you make unnecessary chances
