It's an advertising video, so of course it isn't realistic.
But I think many people in Orange County depend on OCTA to get around town. I see a fair amount of people at bus stops, even during the summer. Buses can be quite crowded.
Some buses run pretty late. I saw some passing by past midnight. And some drive on freeways as well.
