This can easily be solved by offering better wages and benefits to police, but simultaneously holding police to a higher standard and accountable for wrongdoing. You can have high level screening if make the position more desirable. The problem is morons think "defund the police" will help, when in reality that just means they will hire more or worse shitty cops.
