Driver Asserts His "Right of Way" Over Cyclist

This is my least favourite part of my commute to work, and it doesn't matter whether I'm in the car or on my bike, I regularly see people who insist on asserting their "right of way" (LOL) at this so-called traffic calming chicane on Upper Monsall Street in Monsall, Manchester. And despite the presence of the primary school, seen on the left in this footage, drivers will break the 20mph speed limit just so they can be first at the chicane. Frequently, I see drivers moving to their right halfway down the street, well before they reach the chicane.
In the case of this video, the driver of the Clio managed to drive 260ft in approximately six seconds (I'll leave you to calculate his speed). Had he driven at the speed limit, I would've had a further three seconds to pass through the chicane and would've been out of his way by the time he reached it.
Thankfully, there are drivers out there who are the exact opposite of this guy and will gladly yield their priority to help the traffic flow for others.
