Zabuza is the most underrated villain in the series. He may be not that strong as Akatsuki members. But he is clearly better written than half of them.

I think iruka is underrated here, narratively he is supposed to be stronger than everyone in team 7 before the chunin exams. (Not including kakashi)
1 - Sasuke wasn't even in Chunin level or remotely close Jonin Level in this arc. He was an Elite Genin. Remember, two avarage Jonins, Genma and Raido, tired and low on chakra could push up Sound Four to CS2 in a 4 vs 2 fight.
Two CS2 Users >> CS2 Sakon >> Sakon > CE Finals Sasuke > LoW Sasuke.
Jonin is another level.
Genma stated that Sasuke reached Chunin at finals of exams.
2 - Iruka was supossed to take down all the Team 7 in forest of death if they break the rules, opening the parchment.
Even BoS, when Naruto implies that he probably surpassed Iruka, his old sensei replies "don't push up", I'm not saying that Iruka > BoS Naruto, but there is no huge gap between them, same for Mizuke, they were all Chunin Level, but they didn't have their skills as well explored as other characters.

@@Strafus He didn't have good enough chakra control to climb trees (genin level technique) and only mastered one chakra nature, while Chunins are said to master at least two. Pretty Solid Genin Level according to the manga's statements.

@@lucasbraz3568 yet he would have manhandled any of the chunin up to that point. Naruto easily dealt with mizuki who was stronger than iruka. If you can beat chunin you are indeed chunin level, regardless of knowing certain techniques.

Cool little series going arc by arc. Technically, Hiruzen would be #1 (or Minato since he is talked about in the 1st chapter) but excluding him then I'd go Haku #1 or Kakashi. This kyuubi chakra Naruto should be very strong but #4 is a proper ranking. But considering you said Haku was suppressed then I agree with the list (maybe not the power levels but the rankings)
