You inspect the helicopter as your supposed to and need parts to fix it, you don't fly it until its fixed. So, the blame is not on the supplier. It on the buyer. If the parts are unavailable for whatever reason. Take responsibility of your own actions.

Flying in fog is one thing,but seriously consider sanctions that obstructed the flow of maintenance parts for the Helicopter.Ageing helicopter that needs urgent attention,if not metal fatigue,other possible defects could arise.Vision could shroud visibility.Can it be a freak accident,besides the very foggy conditions?
