Do I have to use the bias tape? I’m picking up sewing as a hobby so I’m not sure what is the purpose of it

@@user-qu1ll6gr4g The bias tape is used to nicely finish the edges of the neckline and armhole. You can make this dress with a lining, so in this case, the bias tape won't be necessary.

What should I do if I fit the xs in waist and hips but I am 1 cm below the small in the bust? Which size should I go? Or should I mix the sizing?

I would recommend going for size XS. For example, I wear size M and have 6 cm more in the bust. The dress still fits me well, but it’s more fitted in the bust. Technically, you could mix sizes if you know how, but XS will still be nice and have a better fit in the bust ☺️
