I think that the whole horizontal model make things very limiting as it is saying that your organizational team make-up is going to drive your ui design. while that might work in some scenarios most large organisation need to break up teams into pretty “standard” sizes. so you end up with the decision to use horizontal means you get slightly too large teams building mini-monolithic spas. So it's a “bad hack” to decide to go horizontal in any of the large organisations I have worked in. So to me talking about this idea from 2019 when there are such excellent tool to do horizontal in 2023 means this an obsolete idea.

Indeed. Well this guy is not talking about "micro services" on repeat for years because it's a revolutionary concept driven by organisational needs. Also an interesting fact here is that in 2016 the BBC were running frontend nano services in production before this guy started taking credit for the same idea. Coincidence?
