The fire creatures don't spawn just because it's the Age of Sun. They spawn due to massive forest fires that are usually created by the Age of Sun. This means that the "hottest" biome is technically the Savannah one, as it has fires constantly unlike the infernal biome which is resistant to massive forest fires.

One of my silver nuggets of suggesting a scenario/map would be to recreate the Palm Island in the UAE. One in the corner of each leaf. In the fronds of the palm have the placement alternating. Top left, upper middle right, lower middle left, bottom right. The base of the tree/island could be something devious like infernal since that's the commercial portion of that private island.
Maybe the grass needs to burn to spawn the fire elementals? The infernal ground does not burn so it could have something to do with that. It could also be that the heatwave has to kill animals to turn into the fire elementals, since infernal doesn't have animals either.
