Acts 19:2 Explains every person at the moment of his salvation receives Holy Spirit without the laying on of hands and without any outward sign. See Romans 8:9; 1 Corinthians 12:13; Ephesians 1:13; 1John 3:24; 4:13.
Acts 19:6 Explains the experiences of tongues only occurred three times in Acts. It may have occurred at other times; certainly the text suggests that it did not occur commonly. (See the note on 11:15,16). Even if it did occur more commonly. Luke through Holy Spirit has preserved for us only the occurrences at Pentecost (ch.2), Cornelius's house ch. 10), and here at Ephesus. In each of these situations tongues serve as a sign to Jews who seem slow to believe all that God is doing. Also, each of these three occurrences relates to one of the geographical regions involved in the spread of the church. First, at Jerusalem, God gives this gift as a sign to the unsaved Jews.
Second, in Judea and Samaria, God uses tongues through Cornelius to convince the Jews there with Peter and later those in Jerusalem that the Gentiles have received everything that the Jews have, and that they are equal in the church of God.
Third, in the distant city of Ephesus. God grants this gift of tongues for the benefit of the speakers themselves. It is a sign to all those who have followed John's message, showing that these teachings are incomplete and much more can be had, so listen to Paul.
According to the King James Study Bible.
    Thank you.

"Beloved, BELIEVE NOT every spirit, but try the spirits whether they are of God: because many false prophets are gone out into the world" (1st John 4:1). "Test ALL THINGS; hold fast that which is good" (1st Thessalonians 5:21).
HOW? What is the standard? THE WORD OF GOD (Luke 8:11; Romans 17:17). "Faith comes by hearing, and hearing by the word of God" (Romans 10:17); "For what saith the Scripture?" (Romans 4:3).
In John 13, Jesus is with the twelve apostles. Judas went out (John 13:31). Now Jesus is with the eleven apostles. And He speaks to the eleven apostles in John 14, 15, and 16. In John 17 He prays for Himself, His apostles, and all who would believe on Him THROUGH THEIR WORD. Whose word? The apostles! Notice what HE (Jesus) told the eleven (APOSTLES).
    1. Jesus promised the apostles "Another Helper" (One called along side to help - John 14:16, 26). The Helper, or Comforter, was the Holy Spirit, called the Spirit of truth (John 14:17). He would teach THEM (the apostles) all things and bring to THEIR remembrance all things that Jesus said to THEM (John 14:26). How do we know this was not for you or me? Because Jesus said HE (The Holy Spirit) would bring to THEIR remembrance all things He had said to THEM. None of us were alive when Jesus spoke to His apostles! Therefore, this promise was to the apostles and not to you, me, or anyone living today. This promise was for the eleven apostles!
    2. Jesus said the Helper, whom I WILL SEND TO YOU. Who is Jesus talking to here? The eleven apostles. Jesus said when the Helper comes, whom I SHALL SEND TO YOU from the Father, the Spirit of Truth, who proceeds from the Father, He will testify of Me (John 15:26).
    3. Again, Jesus promised to send the Helper to the eleven apostles (John 16:7). The Helper, called the Spirit of Truth (John 16:13), the Spirit of Christ (1st Peter 1:11), the Spirit of God (Romans 8:9), the Spirit of Him who raised Jesus from the dead (Romans 8:11); when He came, He would convict the world of sin, and of righteousness, and of judgment (John 16:8). HOW? Through the preaching of the gospel!
    4. "To them it was revealed that, not to themselves, but to us they were ministering the things which have now been reported to you THROUGH THOSE WHO HAVE PREACHED THE GOSPEL TO YOU by the Holy Spirit (The Helper) sent from heaven-things which angels desire to look into" (1st Peter 1:12)
    5. Back in John...Jesus told His eleven apostles, "When He, the Spirit of truth has come, He will guide you into ALL TRUTH" (John 16:13). Not some truth, but ALL TRUTH! Whatever He would hear, He would speak (John 16:13). "He will glorify Me, for He will take of what is Mine and DECLARE IT TO YOU" (John 16:14).
After Jesus made these promises to His eleven apostles, He was betrayed into the hands of sinful men (John 18). AFTER His resurrection, Jesus reminded the eleven apostles to tarry (wait in Jerusalem). Jesus has never told you or anyone living today to wait in Jerusalem! Tarry until YOU are endued with POWER from on high (Luke 24:49). He does not tell anyone today to go wait in an upper room!
"The former account I made, O Theophilus, of all that Jesus began both to do and teach, until the day in which He was taken up after He through the Holy Spirit had given commandments TO THE APOSTLES whom He had chosen, to whom He also presented Himself alive after His suffering by many infallible proofs, being seen by THEM during forty days and speaking of the things pertaining to the kingdom of God" (Acts 1:1-3).
"And being assembled together with THEM (the apostles), He commanded THEM (the apostles) not to depart from Jerusalem, but to wait for the promise of the Father, "which" He said, "YOU have heard from Me; for John truly baptized with water, but YOU shall be baptized with the Holy Spirit not many days from now" (Acts 1:4-5).
Therefore, when they (the apostles) had come together, THEY (the apostles) asked Him, saying, "Lord, will You at this time restore the kingdom to Israel?" And He said to THEM (the apostles), "It is not for you to know the times or seasons which the Father has put in His own authority. BUT YOU shall receive POWER when the HOLY SPIRIT (The Helper that was promised to the apostles in John 14, 15, 16) has come upon YOU; and YOU shall be witnesses to Me in Jerusalem, and in all Judea, and Samaria, and to the ends of the earth" (Acts 1:6-8).
Now what happened? He was taken up out of their sight. While they looked to heaven, two men stood by in white apparel, who said, "MEN OF GALILEE..." To whom were these two men speaking? MEN OF GALILEE. Where were the apostles from? Galilee! When the day of Pentecost had fully come, divided tongues like as of fire rested upon them and they were filled with the Holy Spirit and began to speak with other languages (which they had never studied) as the Holy Spirit gave them utterance (Acts 2:1-4).
What did the crowd say? "Are not all these who speak Galileans?" (Acts 2:7). They thought they were drunk. But Peter stood with the 120? NO SIR! Peter stood up WITH THE ELEVEN (Acts 2:14), for Matthias had been added (Acts 1:21-26). After Peter preached the first gospel sermon, what did the people say? They said to PETER AND THE REST OF THE APOSTLES...Men and brethren, what shall we do? (Acts 2:37). And they continued in the APOSTLES doctrine, fellowship, breaking of bread, and prayers (Acts 2:42)
The apostles received the Helper, just as Jesus had promised to them (John 15:26)!
The apostles spoke the wonderful works of God (Acts 2:11), just as Jesus had said they would (John 16:14-15)!
The apostles preached the gospel of Jesus Christ, just as Jesus had said they would; for "They would bear witness" (John 15:27).
They would be witnesses (Acts 1:8). He (either Joseph or Matthias) must be a witness (Acts 1:22). Two men were proposed. Matthias was chosen. And THOSE MEN received the promised Holy Spirit Baptism!
There is only ONE BAPTISM today.
Ephesians 4:4-6 - "There is one body and one Spirit, just as you were called in one hope of your calling; one Lord, one faith, ONE BAPTISM; one God and Father of all, who is above all, and through all, and in all."
Water baptism is in water (Acts 8:38). It is a burial in water (Romans 6:4; Colossians 2:12). When Peter told the people what to do (Repent, and let every one of you be baptized in the name of Jesus Christ for the remission of sins; and you shall receive the gift of the Holy Spirit - Acts 2:38), what was that baptism? It was water baptism, not Holy Spirit baptism. Those who obeyed were baptized and received the gift of the Holy Spirit, whom God gives to those who obey Him (Acts 5:32).
Ephesians 1:13-14 - In Him you also trusted, after you heard the word of truth, the gospel of your salvation; in whom also, having believed, you were sealed with the Holy Spirit of promise, who is the guarantee of our inheritance until the redemption of the purchased possession, to the praise of His glory.
The Holy Spirit dwells in the heart of the believer (Romans 8:9-11).
God gave us the Spirit as a guarantee (2nd Corinthians 5:5).
After testing your teaching, Mr. Jennings, you sir are found to be FALSE! And that makes you a false teacher!
