Many buildings in Durrës are still unfinished due to the earthquake that occurred in November 2019. By the way did you learn any Albanian words🥰? In some countries, buildings stay unfinished to avoid taxes. Maybe this is the same reason here.

Driving in rural Mexico I noticed the same thing with unfinished buildings and was told something to the effect that buildings couldn't be taxed if they were still under construction so the builders made them that way on purpose. Just what I heard once.

That is what I heard about Greece too! I am not sure if it is the same reason in Albania though. Many people are saying that it is because there was a huge earthquake in 2019 :(
