You only drop one of the two pairs if the Full House pays 3 for 1 credits. In this case, Full House pays out 4 for 1 credits which makes it worthwhile going for the Full House from the two pairs.

If there is a third card that is the sake suit as the K 10 it is considered a penalty card. If there is no third suited card you keep K and 10 if there is a third suited card, you only keep the king
You keep the K 10 with hopes of getting a royal, a flush or a straight. But throwing away the third suit lowers your chances of redrawing a possible flush so it makes keeping just the king and leaving yourself more room to get other winning hands the better option
45 + 2 is the same as 56 + 2
There is a slew of penalty situations with Wild+45 compared to Wild+56 at the expert level in regular Deuces Wild where straight pays 2 credits. Wild+45 has far less straight possibilities. It is for experts that want to squeeze every hundredth of a percent EV.
