Necromancy has always one of the most interesting yet poorly executed concepts in fiction, in my opinion. This is especially the case when it comes to video games, but it's true across the board. It's not uncommon for a necromancer antagonist to have an army of the dead to march on his enemies, only for those undead to be cut down with ease. They attempt the Zurg Rush strategy of hurling weak opponents at you until you can't keep up, but it never works out for them, which makes it feel like the most fabricated tension ever. Also there's the idea of immortality through undeath. It's a skeleton or zombie, it's already dead, how are you gonna kill it? Oh you know, the usual. *IF* by chance they actually can survive some level of mutilation, you'll probably be fine if you smash their head or decapitate them. There's point in commanding an army of worthless soldiers that can only kill common peasants, and will otherwise die to a light breeze.
Like I said though, the main offender is video games. Often, a necromancer class will not even be centered around reanimation, choosing to instead have that as a minor or major ability that only uses the necromancer _theme,_ like in ESO where you can resurrect an ally, which is more of a cleric supporter, or turning into a brutish warrior and frontlining. Games like Grim Dawn also handle this horrendously, choosing to only use the aesthetics of necromancy, rather than the mechanics. You *SUMMON* undead minions. That's just being a conjurer. That's not necromancy. That's just flavourful summoning. At least in Skyrim, you're actually reanimating dead enemies to fight for you, but you're still just casting a spell on them, causing them to get up and fight as usual, except they're on _your_ side now. They still just die and turn to ash, though, and the only sign of undeath is that they moan at you.
I think the problem is this: In storytelling and in aesthetic, necromancy is a preparatory art, requiring the necromancer to slowly build their roster undead fiends, and commit themselves to ritualistic practices and meticulous research. It gives them a certain aura, makes them seem like an accomplished and knowledgeable artisan. However, they cannot win because they are antagonistic by nature, and the good guys must always win. On the rare occasion they do win, it's often through being neutral and passive, not drawing unnecessary attention. In playing as a necromancer, the script is completely flipped. It maintains the aesthetic, but drops the preparatory concepts. You just summon stuff in, or reanimate whatever is around. In this scenario, the necromancer actually gets to *do* stuff, because now they're the protagonist. But they loose the ability to be a tried and true necromancer, master of your art, careful planner and puppetmaster of the undead, instead becoming a common mage with a few parlour tricks. It's sad to see, cause I bloody love the idea of necromancy, and generally the concept of having to gather resources and actually _study_ magic in order to use it effectively, and become a powerful force to be reckoned with.

I liked the draugr from Skyrim. They retain their intelligence and are not easy to kill beyond a certain rank.
I do find myself in agreement. Closest example I can think of as far as complex necromancy is a xbox 360 game called Kingdoms of Amalur. You yourself play as the only successful reanimated subject, dubbed "the fateless one". Being dead, fate is unable to control you, so you can carve your own path (or so the game claims). You are brought back in the Well of Souls, which is a massive and complicated magic machine that does not always bring back the dead. A cross between magic, engineering, and alchemy. There are piles of failed corpses everywhere, and later on, you meet "Sons of Laz," which are partial reanimated. They're just typical zombies though, really. Also, the fateless one just looks like whatever you make them as, regular human or regular elf. Kind of wish they made them look a bit more dead, myself.
However, the story was a huge letdown. I enjoyed the combat and Alyn Shir's sex appeal, and many of the quests were fun, but yeah. Main quest and storyline, just felt like they gave up imo.

Necromancy has always been one of those things that people just got it wrong over the years. But very few pieces of media manage to capture the true terror of fighting an army of the dead, the early seasons of game of thrones are probably the biggest highlight for me.
The dead do not tire, the dead do not care what they are fighting. They simply kill, and march on. They are perfect soldiers, beyond expandable and beyond loyal, they'd sooner be destroyed to the last than give their enemy any quarter if ordered not to do so.
Now imagine entire legions of them, all marching in perfect unison, without any provisions, without a single command but that of their unknown master. And every second that the heroes do not use to try to stop this legion of perfect soldiers, is a second that the undead are closer, and closer to their destination.
And I think that's what make the skeleton army to be so terrifying. Everything in medieval warfare simply does not apply to them. You can't starve them out, you can't scare them and you can't tire them out. You simply have to annhilate them, and this is assuming that a single blow of a blade can kill them at all. What is stopping an undead with an axe lodged in it's face to stab back at it's attacker with it's sword? What is stopping the dismantled bones of their once-army to simply raise back again? What is stopping the undead from raising the animals, the creatures, the monsters of the world that they wish to destroy?
Very very few things in media depict the true terror of undeath and how it could be used. Not to mention the drama that is fighting the very people you know and love, who are now simply mindless monsters that don't even have a single sliver of who they were anymore. It's terrifying.

if you think about it necromancy is the most useful kind of magic not only for warfare but everyday life too, imagine the possibilities of having slaves that follow every command to the letter and don't need to eat, drink or even sleep, you could get them to build a house for you or tend crops or stand guard day and night protecting said house and crops and imagine that premise of an undead work force but on a city sized scale it would be so efficient, don't need to pay them either.
