I did this and I bought the second roa once I had 10 stacks, and weirdly enough I actually got 11 stacks on the original and 10 on the 2nd one ahaha

if i would take a guess riot probably coded it in a way that the moment you go from 9 to 10 stacks is the trigger for the level up and since the second ROA doesn't go past 9 unless you sell-undo you don't get the level and riot probably put some restrictions on ROA sell-undo at 10 stacks for the levelup so you don't get it either
