Here's some more background info on the song, as interpreted by my friend, Marty, for those that are curious !
It's a song about the Sacabambaspis, an extinct species of jawless fish.
As the song suggests, this fish basically sucks at being a fish.
It's not good as swimming, its mouth is always open because it doesn't have a jaw, it's surprisingly big, its body is hard and always has a smile on a face you'd want to smack.
(Marty's interpretation)
I think they're trying to say that in such a dog-eats-dog world, the closest symbol we have to peace is an already extinct, talentless fish that isn't good at swimming.
This is my interpretation, I think the song is just telling people to cheer up.
Because even the Sacabambaspis lived a good life, then why shouldn't you?
