Aemond did not steal a dragon. Once they are hatched and capable of emitting fire, dragons are capable of defending themselves and are not regarded as property. They make the decision as to whether they will accept a human claimant. Aemond was not wrong to try to claim Vhagar; but he was rude in not asking Lord Corlys for permission to approach Vhagar, since Vhagar had chosen to rest on Driftmark, which is Lord Corlys' land. Also, Aemond insulted the grand-daughters of Lord Corlys (who was also his host), rude on multiple counts - Aemond had come to Velaryon land for the funeral of a Velaryon lord's daughter, intrudes on the rest of a dragon who was resting there without the permission of the Lord of that land and then proceeds to insult that lord's grand-daughters who are also the daughters of the recently dead lady who was mourned at the funeral. Aemond is a prince, who was supposedly schooled to understand and use proper manners, and he failed miserably. While it's true that Baela and Rhaena attacked him, they at least have the excuse of being terribly upset by their mother's untimely death and regarding Vhagar as her legacy to Rhaena.

Starts the comment saying dragons are not property and that the dragon decides and then proceeds to say Aemond should've asked for permission as if she was property. Do you think Vhagar asked for persmission to rest on driftmark? No she didn't she could've chosen any land, Velaryons had nothing to do with what land she chose to rest in, permission needed not be asked, a riderless dragon is open for claim and that drsgon will go where their rider goes

The dragon is Vhagar, a female dragon who is the only dragon left from Aegon's Conquest; she was Visenya (Aegon the Conqueror's sister-wife and General)'s dragon, and later was ridden by Prince Baelon, father of King Viserys and Daemon (Aemond's grandfather) before he died, then Laena Velaryon found and claimed her. Vhagar is a seasoned war-dragon and arguably the largest dragon alive.
