I played some games with, as long as it has shield, it's good but does quickly after shield is down. Also I don't have high level weapons to pair with it yet.
Even normal robots are better with good weapons. I currently don't have good weapons to pair with my UE robots. UE spectre works good with Hurricane though.

Basically tier denotes how good the robots are and only tier 3 and tier 4 robots have ability. Only aim for tier 3 and tier 4 robots and weapons.
