At the time, the Meat Inspection Act determined a beef patty to be what goes in a hamburger. It could contain only meat and seasoning and it couldn’t be encased in dough or a crust. Therefore, a Jamaican patty - widely known as a flaky pastry with a spiced beef filling - didn’t meet the criteria.
Bureaucrats thought calling hamburger patties and Jamaican patties the same thing would be confusing to Canadians - despite the fact that the latter were already popular in cities like Toronto due to a wave of immigrants who arrived from the Caribbean in the ‘60s and ‘70s.
Food inspectors from Consumer and Corporate Affairs visited patty vendors across Toronto, demanding that the name of the savoury fare be changed. The officials threatened fines of $5,000 (more than $11,000 in today’s dollars) if the shops didn’t comply by changing their menus, packaging and signs to, well, anything except “patty.”
The vendors resisted. They refused to sell the patty under any other name.
Michael Davidson, the young manager of Kensington Patty Palace, found himself at the centre of the controversy when community outrage propelled the story into the media spotlight. Davidson made headlines in newspapers and on local TV news. Politicians got involved; lawyers got involved; both the Canadian and Jamaican governments got involved.
Eventually, bureaucrats and representatives for the vendors met at a so-called “patty summit” to find a resolution that would avoid an international crisis between Canada and Jamaica.
Told from Davidson’s perspective, Patty vs. Patty weaves together first-hand anecdotes, archival footage and satirical re-enactments to tell this story of bureaucracy gone amok, community resistance and a delicious pastry - officially known as the Jamaican patty ever since.

First, I truly appreciate the casting of talent with authentic Jamaican accents. This is RARE. I was born and raised in Toronto (first generation Canadian of Jamaican heritage). I was completely unaware of this Caribbean-Canadian history. This fight against our patty is a true example of the Jamaican saying, "we likkle, but we talawah"! If you didn't know before, Jamaicans do not back down from a fight, especially if you come trouble us with your nonsense. Big up to the owners of Kensington Patty Palace for not backing down and the tremendous community support.

As a Jamaican I've never heard of this and also always wondered why foreigners call them Jamaican patties, either way I really love how this documentary portrays Jamaicans and used our real accents.
Oh yes a very big deal just like the group that determines along the lines what can be called a sandwich. Known about them for the longest time when I was in school from the 90s to early 2000s.

I remember this moronic bureaucratic escapade. A patty had only two meanings in 1980s Toronto., and we all knew what the Jamaican kind was. It remains a hot and ready treat in many convenience stores. You can buy them in every grocery store. I have some in my freezer now! I am a white person who lives in a small town covered in snow. We all thought this was a very dumb moment in our history.

Love jamaican food. Patties are super versatile. Beef, lamb, chicken, veggie. . . fits in your pocket, makes you fed and happy. There is heart in all good Jamaican food. I tried patties made by Jamaicans in London, had patties in Jamaica, Jamaican cuisine is amazing. Love from Poland!

As a registered old fart (I'm 50+) I remember how difficult it was to communicate between countries back then. In some cases you might even have to book time slots for telephone calls, so it may just have been hard to let them know. Thank goodness for modern telecommunication and Tim Berners-Lee.

Beef patty was one of the first cultiural food I was introduced to when I first came in Canada as an immigrant. There were many students who buys them from the corner store close to our school and I got curious and my other friends said they were good and that i should try it. Needless to say, we now have occassional arguements over the best beef patty in town. 🤣🤣🤣 ❤🇵🇭
Wow I’m from New York City and we grew up on beef patties with coco bread. I never knew there was a back story for it let alone a “Patty War”. The Government is a damn trip I cannot stand it. I thoroughly enjoyed this. Thank you.
It's Canadas government, they're always obsessed with controlling everyone's lives, but claim they don't control the economy and are not to blame for Canada homeless or out of control costs of food and housing.

This was so well done, my mom remembers the patty war. She said it was a huge thing in the Jamaican community. She thought it was non sense because you know the difference.
This documentary was perfectly done! From the acting, music, humor, but mostly the story telling from the Kensington Patty Palace manager. A movie of this would be so inspiring and fun to watch.

Not only informative but a great window into Jamaican culture. Love the authentic accents.
Sri Lanka, a former British colony as well, also has patties - they are very similar to those shown here. They are typically deep fried, sometimes baked (most people don't have ovens), and filled with fish, vegetables, or meat. They tend to be slightly smaller, but have the same shape and the iconic fork marks around the edges. Many other interesting baked/fried finger foods (referred to as "short eats") to be found there as well - "fish buns" and "chinese rolls" are a few other local favorites. Loved learning about this patty war in Canada and the ultimate resolution in favor of the Jamaican community!

Because the meal came originally from Hamburg, Germany. Expatriats brought the "Sandwich, Hamburg Style (meaning a Brötchen mit Frikadelle (Bun with meatloaf, more or less))" to the U.S.; same goes for Wiener (Sausage-style from Vienna, Wiener Würstchen - Austria) and Frankfurters (a sausage-style made in Frankfurt, you guessed it, Germany). It's basically lazy/convenient naming
hamburger originated from Hamburg. it's their variation of a sandwich that's made in Hamburg. Hamburgers at that time was probably too popular so it got international attention.

That meeting happened the day after I was born lol. Loved this, so well done and the skipping back and forth between old news coverage and dramatization is really cool.

Most immigrants like myself grew up on these patties, so it's as much a part of Jamaican heritage as it is part of Canada as a whole.
I used to have these practically every school lunch and they formed an important part of my Canadian identity. As a matter of fact I just spent the last three hours unsuccessfully looking for a place that sells Jamaican patties...in Seoul, Korea... thanks CBC, thanks very much.

Love this documentary. It balances a perfect blend of real interviews and tongue in cheek "re-enactments" to a perfect final product. Just like the patty, a perfect balanced that is both spiced and feels like home, while not putting on any airs. Delicious!

I’m in an uproar all by myself right now after watching this. This was some kind of insanity in Canada in 1985. I’m outraged, but I’m glad he held out to preserve the Jamaican culture and that there was at least 1 sane person in the government. But unfortunately I now have to get a bit ticked off when people tell me that one of those dry, flavorless things they sell in the pizzerias is a “Jamaican beef patty”. Because everyone now claims they’re selling you an “authentic” one. I grew up eating patties in the US made by Jamaican immigrants and I ate them in Jamaica as a kid also. So I KNOW what a “patty” is supposed to taste like and that’s not it. They didn’t even sell “mild” patties when I was a kid either. They just sold you a patty and it was always spicy. One of my favorite foods as a kid. Followed by ackee and saltfish… of course!
This is so funny because I knew of a place in Montreal in the Outremont district around that time & it just disapeared nowhere to be found by the early 90's. Makes me wonder about the impact this could've had on them...

An enforced legislation that imposes unfair regulation, not on an actual business practices or the quality of the product, but on the cultural nature of their product and community, is most certainly a form of institutionalized racism. I ate a patty on a cruise ship when I was working for Royal Caribbean. The security officer - the kindest lady there - made patties for crewmembers and staff. Me being Chilean recognized the flavor profile as an empanada, but it was an authentic, different flavor combination. I loved watching this video and learning more about the struggle of being culturally recognized.

They're variants of the old British beef minced hand pie, with Jamaican spices added, they're not empanadas.
Canada does this with patties, but claims it hasn't got any clue about the housing market corruption.
Oooookay, I'm an American so I definitely grew up with McDonald's beef patties. However, my dad lived in Jamaica as a boy, and he'd take us to Jamaican bakeries for patties and bulla.
I was never confused about the difference between a beef patty from McDonald's and a Jamaican patty.
The idea that "there would be confusion if we allowed both to be called patties" is just absurd!

The confusion was probably forced by lobbyists. Canada requires that a beef patty be 100% beef. If McDonald's wants to mix in filler in their patty this is the law they follow, arguing that this shop and many others aren't forced to follow the law might help their case.

I’m Australian and patties have an important place in my heart: I cant explain why, but they remind me of Australian meat pies. The flavors are so different, but I love meat fillings in pastry.
When I am in a US city without an Australian bakery I immediately look for a Jamaican establishment.
I'm Australian also, agreed- my first thoughts were "thats a Pastie or Pie.."
There are also Cajin Patties they are the US version they are super spicy gotta have em with sour cream. And Empanadas are basically the same thing but fried.

One of my favorite jobs had Jamaicans, Haitians, Puerto Ricans, and Dominicans all in one shop just sharing our versions of meat-filled pastries and other kinds of foods. Awesome time!

I lived in Kensington from the late 80's to the early 90's, ate hundreds of Patties from that store. Didn't know about this silly assed grief they had to put up with. Was a dozen for six bucks back then. Just seeing the market back then and old Spadina hit me in the feels.

Crazy thing even in the US we call it the Jamaican patty too. Great snack food!
Can you imagine not allowed to call it a patty? That would make the ancestors turnover (no pun intended) in their graves. The solution was a wonderful compromise; and it solidified the patty by giving Jamaican ownership to it by referring to it as a JAMAICAN PATTY. Well done.
Well I understand it from the government perspective. It would be like if some store sold soda but it soda was new Zealand for apple juice.
Then maybe going back to Jamaica is the best idea.
I remember the patty war very clearly. I was glad that the patty bakers stood their ground and fought and got the Jamaican patty to remain as part of our culture. If the bakers of the patty had changed the name to facilitate Consumer Affairs, Jamaican patty bakers in Canada would have lost their claim to the patty (to make, sell and distribute). Other non-Jamaican baking companies were waiting in the wings to take over that niche in the marketplace. Often wondered what had happened to Kensington Patty Palace - now I know. Use to get my hard dough bread from Kensington Patty Palace and of course along with my patty(s). Great Short Doc - enjoyed it.
Drake is about to buy a Patty shop! It was in the news today! I'm not sure how i feel about that.

This was an awesome documentary! So well made and entertaining. I used to get the patties for lunch in high school while growing up in NYC one of my favorite foods. 🇯🇲 ❤️

We had a Golden Krust on Nostrand Avenue in Brooklyn. I would buy from there, and also from our Pizza place because they put mozerella inside the patty, and melt it in the oven. Both were delicious.😊

I love this, I was in Toronto but I never heard of this Patty war... but I do remember suddenly around the mid 80's everyone started talking about Jamaican Patties and we started seeing them everything from supermarkets to subway station snack to corner stores. I love how this was championed as common sense over bureaucracy
What a great piece. Very funny. I laughed out loud. Better than some sitcoms on TV. I love Patty's. I wish there was a local place that makes them. I've made them myself and it's a bit of an involved process. I made them for my Superbowl party one year and everyone freaked out over them.

The FDA is in charge of defining what words mean when it comes to consumables. Milk, for example, underwent a definition change to be more specific when nut milks became available in grocery stores. The new specific definition of milk is liquid that comes from the mammary glands of ANIMALS. This means nut milks are NOT considered milk, and is why you will see nut milks labeled as nut beverages, mylks, or have milk in the name like the brand Milkadamia which is a milk substitute made from macadamia nuts.
