Bro as per your system specs you can use latest Pr version 23.2 but I’ll suggest you to go with Premiere Pro 2022 version because this will give you best performance compared to the latest versions. Hope this will help 😊

Yes, you can run Premiere pro on your machine with 8gb RAM but if want to use Apple ProRes files or 4K media then it give you performance issues.
If you have high resolution media then work with proxies in Pr. Hope this will help
