I don't think you should evaluate Flaminica on her own but rather the decks she is in. Are the decks she is in OP? Is this deck too good? Imo no. People forget to factor the deckbuilding cost or how easy she is to counter. If she makes a deck OP then yeah increasing her provisions is fair. But I don't think these decks are too good.

played that deck 3 times. 2 of 3 didnt get key cards r1, couldnt play lipy r1 so game was over. Only for high skilled players :D
