Both. Jim Parsons is a fantastic writer who got invested in affecting the journey of Sheldon Cooper. Instead of him just being some weirdo dork, he fleshed out the character fully. Then he went and created a whole backstory for Sheldon that took into account that Sheldon exaggerates. And that show was objectively better than tbbt.

The first time Bazinga was used on a television program was The X-Files. Remember the Time Machine. That same time machine prop was also in an episode of the X-Files called Unusual Suspects. You can see the time machine in one shot with Mulder and next time you him again the time machine had disappeared. Maybe one of the writers for TBBT also wrote for the X-Files.
