It's kinda both though. The time limit was an estimate for when Velgrynd's attacks would be enough to break the barrier.

He did say Rimuru is different from the other humans tha came to this world. Rimuru is a reincarnation, not an otherworlder.

Ive a question in ch 16 rimuru's ep is 8 million
While veldora's ep is 88 million
Rimuru is now equivalent to true dragon then why does his ep is too low
It might that he have to use veldora + velgrynd sword or absorb them
His power is reduced due to the release of two true dragons. Takes a lot of magicules to perform/maintain the release. He can recall veldora and velgrynd to gain over a 100 million ep. Pretty sure he'd slowly build up/recover more magicules over time too, and was in a diminished state when measured at 8 million due to using so many magicules.
Part of what supports that is after he transforms into a dragon, Rimuru is said to have comparable magicules to Veldora

No, idk he never tried to but, far as i know, he is just on True Dragon Race, this does not give him a dragon form, what it does is it turns his materials Body into that of a True Dragon Body, so he is basically a Slime made from a Dragon Body Material

Veldora can't truly die because he is a true dragon he will just Reincarnate with some personality changes and memeory loss, but Using the Soul Corridor and King of Storm Veldora, Rimuru Can Resurrect Veldora with all his Memories and personality so it is not a problem even if he died, this also is the same with Rimuru, because of soul corridor, Veldora can also Revive Rimuru if he is dead
