.OH, so rubbing your neck is now PROBABLE CAUSE to being pulled over? What difference does it make if he 'just came from somewhere'? When he heard about the video, the cop KNEW his BOGUS TICKET wouldn't stick so he backed off. Better than most who would ticket you and if you contested, they wouldn't show in court so it would be dismissed. YOU get to take time off work for his BOGUS BS.

An unfastened seatbelt is not a reason to pull someone over, that is a secondary offense that can be added onto the "actual" reason the person was pulled over for. For instance, if a police officer saw someone speeding, initiated a traffic stop, and saw that the motorist wasn't wearing a seatbelt, a ticket could be written along with the speeding ticket, but pulling someone over for not wearing a seatbelt does not fly in most states, maybe it's different where this video was taken.

Maybe because he was rubbing the side of his neck and blocking it. My dad hated wearing his seatbelt and he’d wrap it a certain way around his arm so he could put it on if he was being pulled over. A lot of people do that. Still he handled it well.
