Spoiler spoiler alert: I said it *can* kill it (from the testing I did anyway) that doesn't always mean it will. That's on me for not specifying however. It's doable, just not easy. It requires the right build and circumstances.

Yes, it does affect the rally heal. From what I've seen, anything that has a debuff will be nerfed.
