Actually EifelDX received this signal in Southeast Belgium, or more accurately in the region near the border with Luxembourg and France. The signal, which was ChR1 TV USSR from Leningrad/St Petersburg transmitter was received via Sporadic E propagation.

It's recorded in Siberia.

Its Recorded in Moscow or Leningrad (i think) because at that time the weather is very windy. And the vhs is destroyed. So thats why.

I'm pretty sure they had VHS in 1990- by then the USSR had opened up to the west due to gorbachev's perestroitka, glastnost, and other reforms

Just like in other countries, VHS decks became common in the USSR as people wanted to time-shift TV shows and watch movies. People were able to buy a Soviet-produced Elektronika model, or import a device from abroad if they desired (though importing a device would be complicated due to the special type of SECAM used in the USSR)

Likely either sent in via Finland or it was because of USSR more open to the west.

That’s probably just an old recording. I’m sure it was better quality when it aired.
