Those type of people would never change, they just like being in power. Even those they go onto Management courses and obtain they qualifications, they would revert back to they "old ways" by trying to hide it with their "new skills". Instead of shouting at them in a room full of people, they would take them in a private room to do it!
It is reasonable to expect that every responsible organization will provide some form of training to every employee depending on their positions. On-going training and coaching will be of great help to employees, particularly supervisors, such as knowing how to give negative feedback, for example.

This is Austrailia where you have rights. In America this guy would have been sacked INSTANTLY,or made so miserable that he would have left by himself and management could have had abit of fun making him miserable.
When she took him in the private room and he disclosed his personal problems, she should have referred him to an EAP program, which would have been helping him, without getting involved in his personal matters...

I actually prefer bosses that do 1:22; it makes it hard to miss problems before they grow out of control when the boss has a hair trigger like that.
