I was nearly mowed down by a tram many years ago coming out of Centraal Station in Amsterdam because coming from a Country ( Scotland ) where there were no trams its easy to forget they are there plus, the fact the pavements blend into the roads that have no kerbs.

The problem is poor design. Trains should never share the road with vehicles unless they use retracting rail crossing gates. These "light rail" trains exist in the US also. The huge cost of building and operating light rails are heavily subsidized by the government and paid for by taxes. In my opinion these road sharing trains should not exist. If trains need to share the road space then they should be regular buses.

Why do you put pedestrian crossing signs on the street if the tram can just ignore them? Expectation of the pedestrians is not met here.
