Government Plaza gives a 1.5, (not 0.5 or 1) district adjacency bonus. In addition to a minor adjacency bonus, 0.5, it gives another 1.0. 1.0 + 0.5 = 1.5. Your city center gives 1.0 adjacency bonus. You cant lump the three together into one picture under a red arrow.

If you combine 2 aircraft carriers do you get the 4 aircraft slots or is it still 2, if only 2 do you lose aircraft if you have more than 2?

I feel like camps, plantations, quarries and pastures should have some sort of adjacency too.
