I believe the word "is" is considered a temporary heart word because s can says /z/ but learners are not taught that right away.

The whole PA umbrella can be confusing for many trained and untrained educators but that's no reason to take shortcuts when releasing content as important as this! You did an excellent job of explaining everything! It is the most accurate explanation of phonological awareness on CZcams.
