From a tactical point of view for the union army, is to have intel on one of the events where the CSA command leadership was going be there and hit hard and fast with artillery with hope of hitting General Lee and his generals. For a tactical point for the CSA, I would never allow the command leadership to all assemble in one place where the union would have tactical advantage taking out General Lee's Command leadership!
They didn't do that shit back in the day because it would be seen as cowardly and not following the unwritten rules of war during those times.
