The only real implication with striped shirts equaling a child are Chara canonically(?) being a child and Toriel referring to the player as one. Of which, Toriel could just see any human as a child as she's very likely a similar age to Asgore and Asgore was presumably present for the imprisonment of Monsterkind under the mountain, making them WAY older than any human alive in the time UnderTale takes place.
