Why wind effect does not work

When I try to mirror and get the two cubs to split. The two cubs keep going and don't split apart!!!

Please Advise: all looked good with the armature until I parented with weights(CTRL P). the result looks perfect in Edit mode but in Object and pose the mesh is pinched at the joints where the bones are located. I tried weight painting but this only shrunk the mesh. Any advice? Thank you, I did this tutorial sever times and got the same result.

COUNTLESS times I've started sculpting a head in Blender, and it gets to where, IN THE VIEWPORT, it somewhat resembles the character of which it is intended to be a likeness with the shape seeming roughly correct, and then I render it and IN THE RENDER, it looks like a slab of clay with a few creases in it.
