Why noelle and zhongli are stronger is because those are geo shields that resist more the physical damage, the rest of shields only has bonus for one specific element (the one the shield is made), geo shields have a slight absorption against all elements

So Noelle is actually 4 star Zhongli.

Many thanks for this video - I just could get the third bow from Shirin in Sumeru. Unfortunately 4 and 5 - or either one of those and 1 - ended up as leveling fodder considering I did not know that this was one of the rarest F2P weapons in the game three years ago when I started playing. But hey, at least I got the bow to R3 now. I think it's f... up how Genshin teaches you to use not needed weapons to level those you need up while putting such a very useful bow (for Yelan) only 5 times in the game. At least I didn't burn my first Dark Iron Sword and have now both of them. Not that I would need the latter anymore but you don't want to get rid of such rare items.
