I think i know how to force it, so do you know the weapon duplication or horse duplication glitch? Well if you spawn too many weapons/horses the game needs to use a lot of ram so theres a good chance that a panic blood moon will happen
THAT HAPPENED TO ME TOO, but with a horse-riding NPC in Akkala It was during a thunderstorm so he wasn't on his horse, he was hiding under a tree with it, and he was diagonal
I think the video is about the moving animation that the yiga member did while opening the chest since everything normally freezes while opening chests.
This happened to me too, it had three bald moons in 30 mins

That is a panic blood moon, where if you do too much stuff, and the game gets overloaded so it does that to refresh I think.

same with me, literally stuck sideways under the horse
In my BOTW he was completely submerged under the ground. Initiating dialogue with him in that state caused me to be unable to exit dialogue or advance at all, so I had to reset the game. Thank goodness for autosaves.
