Baking powder used to be baking soda + cream of tartar, but around that time new aluminium sulfate based baking powders started to displace the cream of tartar based ones. There was lobbying and advertising (based on very little evidence) that aluminium sulfate was unhealthy. It is probably for this reason the recipe wants you to make sure you are using cream of tartar as the acid by "making your own" baking powder.

Imagine keeping a house clean, taking care of kids and being expected to cook a t least a 3-4 course meal every night. Dump cake is easy enough that kids can help with it and it rescues those who are harried, poor bakers, or have limited ingredients. (Remember when eggs shot up to $7-$8 recently? Yeah, no eggs required here si it doesn't damage the household budget when it is tight).
