Don't think the Black Shores will be an entirely new region like Inazuma in Genshin. Instead, I think it will still be part of Jinzhou region in a similar way to how we got Mt. Firmament.

As far as i know, the next version would be the 1.3, and it is gonna be a new area (like the mountain on 1.1), but no a new region, and it would be like the end of a anime seasonand "that" would be the 2.0

There was mention i believe in Aalto and Encore's Story Dialouge about how they foresee Disasters and those 2 go check it out. so i wouldn't be surprised if she is like 2nd in command.

Oh. So they’re building a section of their city to have a themed version of Genshin Impact, Honkai Star Rail and Zenless Zero and possibly sell merch there or something else. And it’s all in China. I thought it would involve the game itself! Or something that WE US citizens can enjoy. We don’t get a whole lot of anime here besides cons. We need an actual anime theme park. Now THAT would be awesome. We have Disneyland and Universal Studios. Why not an anime theme park?

Black Shores is stated in story in art 4, that they have bases everywhere around the world that keep an eye on the lament. Ofc it is not confirmed yet, but that teasing photo looks like the branches that stands closest to Jinzhou. If you watch Encore's trailer, that place in the middle very similar to that place in the "Teaser". Encore managed to visit Jinzhou to celebrate moon festival is one of the proof the fact that the specific Black Shore base is not that far off from Jinzhou. Shore Keeper probably the leader in that specific branch of the base.
