0:46 It has now been debunked by Broughy1322. Apparently catch-up works by increasing the drag multiplier on a vehicle by 1.5x. The Tesseract already has an incredibly low drag value of 0.2, which is why catch-up seems to have no effect on it.

Hi I'm hoping and I think everybody else that may be waiting for GTA 6 to come out well I am open that rockstar has made some improvement to the game that we can get what we like like cars weapons somewhere that the colour to can spend It's Time and to rest and to do things and I hope are all of the buildings are a way to we can get inside this day or no longer available on GTA V you can't do nothing only your apartment and garages and so on you only can get into buildings if you are using mods but if this is good to be different on GTA V that instead the cars the helicopters the planes
