Just bought box of 10 ETBs. 75/80 of the packs had white promo cards in them and it was pretty crap experience. Is this common now or does it seem my products were tampered with?

I was just in Target the other day and they had Chilling Reign ETB's on sale cheap also. I think the ETB's are going to be the way to go with all the booster boxes sky rocketing in price
