Public finance is a general term used for national and local finance. Local finance or local fiscal administration is specifically addressed to LGUs.

Implementation of the RA 6675 in ITRMC ang main objective ng thesis ko nung nag-aaral pa. And yes, graduate na ako 2 years ago and currently taking Ph.D.

All cities sa pilipinas ay chartered city. Merong written law or statute that established them. Yun Ang foundation ng mga cities. Yung regular cities na sinasabi mo is pertaining to the component cities. Karamihan Kasi sa mga city sa pinas ay component cities. They do not qualify to be a highly urbanized city or independent city, Kaya sila tinawag na component city. Sa madaling sabi, yung regular cities (component cities) are also chartered cities.

Intergovernmental fiscal transfer or grant is the IRA itself. Jan halos nakadepende ang lahat LGUs pagdating sa source of fund. From the national government to local government, the collected taxes are shared and transferred to local units in a certain allocation based on the Local Government Code.

Imagine a government that performs corruption, where accounting and auditing are manipulated and public funds are misused by your public officials. Imagine a government that has no fiscal policies to control the collection of fees, and taxes, and assess the prices of procurement of goods and services. Would it not affect our life as ordinary citizens? Of course, we will be affected. Our government's efficient use of public funds determines what services we will get, how efficiently the programs are delivered, and how quality the goods and basic needs are provided. The fiscal ad gives you an understanding of what the government does to your taxes and how they manage public funds.

However, when we talk about its kinds, we have the national budget and the local budget. Both of them have different budgetary processes.

Regional Governance covers executive, legislative, and judicial functions (quasi-functions). Executive functions in a way that there are regional administrative agencies that was established (like DENR region 1, 2, etc.) Legislative functions in a way that the president created regional development councils for each regions that serves as the policy making body (para siyang NEDA when it comes to functions) for that specific region. In addition to regional development council is the MMDA specifically addressed to NCR. Judicial functions naman, meron tayong mga regional trial courts na inestablished ng Philippine Justice System natin.
