honestly, being an girl and an extrovert I can tell you that:
1) if having a good time (and I'm usually sober at parties) I'm likely to give you my drink and touch your arm when talking to you even if you are the 80 year old janitor taking care of the venue and that does not mean I'm DTF

These aren't rules, they are signs that you can use to help figure out who is DTF. They work most of the time, but don't some times. Asking a girl straight up if she is DTF will in the vast majority of cases totally turn her off. (Unless the guy is super alpha and a higher SMV than the girl. But those guys don't need any help like this video.) You have to gently escalate, tease, work in some sexual double entendres, and see how she responds. No one here is advocating forcing a girl to do anything. The best thing is to make your intentions clear and build up sexual tension until she makes the first move.
