I have worked as an interpreter in France. I wanted to clarify some basic facts.
1) Once any Pakistani citizen approves for political asylum status. The host country ministry informs Pakistani embassy to withdraw candidate nationality/ Passport. And the candidate gets travel documents which is valid for travel anywhere in the world except Pakistan. Secondly if the asylum seeker travel to Pakistan after his political status approves then the host country can withdraw his status anytime .
2) If candidate can’t get the political asylum status but in somehow the judge give him/her humanitarian base status. In this scenario the candidate needs to get his / her passport from the embassy . Candidate with humanitarian status are allowed to travel to their home country with own Passport.
Now the main issue how the Pakistani embassy’s can classify the person status. Any Pakistani can apply for passport in embassy with NDRA card with his presence. There’s no need to show his permit stay . It’s because many overseas Pakistani living abroad illegally and they are not supposed to show their legal status.
In brief political asylum candidates don’t need Pakistani passport. Humanitarian asylum candidates does but they can easily say that they don’t have legal status in the country and our law doesn’t require citizens to show legal status in the host country .
I don’t think so Passport department will enforce this new policy .

This is rule is imposed by an Army man, so don't expect anything logical caz they don't have.😂

Dear Aizaz Syed, I want to guide you about the need of valid Pakistani passport for the asylum seekers. Many EU countries require a valid passport before granting the local passport. It’s just not for the sake of visit to Pakistan. Asking asylum doesn’t cancel the right of having Pakistani passport at all. In many EU countries, after awarding EU nationality , EU countries asked for the surrendering previous nationality. This DG is violating the constitution and the basic rights of humans. Please do a separate programme on this issue

بجٹ میں تو حکومت کم از کم اجرت طے کر دیتی ہے لیکن کبھی اس کو چیک نہیں کرتی کہ اس پر عمل درآمد بھی ہوتا ہے یا نہیں ۔ اس کے علاوہ EOBI کے دائرہ کار میں آ نے والے ادارے اپنے ملازمین کوباقاعدہ رجسٹر نہیں کرواتے اس کو بھی چیک نہیں کیا جاتا ۔ اس معاملے پر بھی بات کریں ۔
Pakistani passport cannot be refused, denied or obstructed by the Government as it will be violation of United Nation Convention and international law.
India takes away passports if you take any other country citizenship
It's better for them. If they don't have passport, the govts cannot deport them back to Pakistan. Many countries do that. like Afghanistan, Sri Lanka etc. do that and their citizens get United Nation issued travel document as refugees from that country (like EU travel document endorsed by UN). It has much more value than Pakistani passport.

Asif, Aap research kr k baat krain, I am overseas Pakistani, a bonafide citizen of Pakistan. I never applied for asylum but there are issues with so many people. A comprehensive approach for passport is required. It must be debated in light of input from all stakeholders. It is bad decision. We need to recognise the resulting impact of the same.

For Asylum a person need to prove his or her victimization in their home country where the institution of state have failed to protect a person or a family.

What about Ahmadies & Qadianies who are 100% Political Asylum all over the World. They are frequently visiting back & forth without any hurdles. Whether Government of Pakistan shall revoke the NICOP. Also, the people/Ahmadies or Qadianis who are already secured the Political Asylum long ago and already holding dual Citizenship how this Law would be enforced.
The simple way to control the situation is that Passport should be stopped as as he secured the Foreign Nationality/Passport. No more dual Citizenship may be allowed at any cost. End of story.
